The City of Chicago of the United States and the Ministry of Commerce and relevant cities of the People's Republic of China (hereinafter referred as "the Two Parties") reaffirm the strong cooperative relationship agreed in the Memorandum of Understanding on Establishing China Cities and US Chicago Gateway Cities Joint Working Group on Trade and Investment Cooperation signed in 2013, and appreciate the efforts and achievements made by the two parties over the past five years in expanding trade and investment cooperation, strengthening communication, enhancing trust, boosting economic growth, and creating jobs so as to promote common prosperity.
The objective of this Joint Work Plan is to further identify the intention of the two parties in collaboratively establishing a two-way industry-oriented investment promotion platform between the Chinese eight cities and and the city of Chicago and provide a blueprint for the 2018-2023 work of the two secretariats (World Business Chicago – WBC and the Investment Promotion Agency, Ministry of Commerce of China – CIPA) and agree that this Joint Work Plan will focus on the following sectors for the next five years of in-depth cooperation: healthcare and life sciences, advanced manufacturing, innovation and technology, finance & insurance and professional services, agriculture and food, education, transportation and logistics, wholesale and retail, and infrastructure.
From 2018 to 2023, the two secretariats will annually produce a work plan that includes sectoral specific plans as well as city-to-city engagement strategies. The two secretariats will also annually organize the aforementioned sectoral enterprise delegations to visit Chicago or the Chinese eight cities, and organize practical and effective events during the visits. The initial visit time is agreed in May and November each year to coincide with important events in Chicago and China International Import Expo. Meanwhile, the two secretariats will keep track of the opportunities for cooperation between cities and enterprises during the delegation visits and provide strong support and services.
From 2018 to 2023, the two secretariats will maintain in-depth communication, collect the latest development of the aforementioned key sectors, support enterprise investment needs, and regularly share the information with member cities.
From 2018 to 2023, the two secretariats will routinely review the Joint Work Plan progress and discuss the next phase of cooperation in order to achieve substantial results for the China Cities and US Chicago Gateway Cities Joint Working Group on Trade and Investment Cooperation.
This Joint Work Plan is done and published by the two secretariats in duplicate during the Mayor of Chicago’s visit to China on July 11, 2018, in the Chinese and English languages, both texts being equally authentic.
