Chengdu  Introduction

Chengdu, the capital of Sichuan Province, is a sub-provincial-level city and one of China’s national center cities. Governing 20 districts (county-level cities or counties), High-tech Industrial Development Zone and Tianfu New Area, Chengdu covers an area of 14,300 km2 and has a resident population of over 16 million. Founded over 2300 years ago, Chengdu is honored as “A Paradise on Earth” and home to several world natural and cultural heritages such as Mount Qingcheng, the Dujiangyan Irrigation System, and the Chengdu Panda Breeding and Research Base, and boasting 38 national scenic sites rated 4A or above, such as Wuhou Temple, Dufu"s Thatched Cottage, and the Jinsha Relics. As one of the first batch of cities famous for its long history and profound culture, Chengdu is also China’s Best Tourist Destination.
As essential economic center of western China, Chengdu quickly makes adjustment to the new normal conditions and leads China’s west with its economic strength being substantially boosted. In the first 6 months of 2016, the GDP of Chengdu stood at 559.02 billion RMB, ranking the third among all sub-provincial cities.
Thanks to Chengdu Manufacturing 2025 Plan, at present, Chengdu is already home to four industrial clusters worth of 100 billion RMB, namely, electronic information, automobile, machinery and food as well as two industrial parks worth of 100 billion RMB, namely, Chengdu High-tech Industrial Development Zone and Chengdu Economic Development Zone. In 2015, Chengdu’s high-tech industrial output exceeded 780 billion RMB. According to the Chengdu Manufacturing 2025 Plan, Chengdu is committed to transforming itself into national important center for advanced manufacturing, financial center for western China, world tourism destination, international paradise for shopping, world city for exhibition and convention as well as city of gastronomy by 2025. In 2015, added value of financial industry stood at 125.42 billion RMB and its industrial comprehensive competitiveness is ranking No.1 in central and western China; visitors reached 191 million man-time, total tourism revenue hit 204.019 billion RMB. Chengdu stays committed to shaping itself into a core city for national services by 2025.
As a national renowned city for innovation and venture, Chengdu is implementing the 2025 Plan for Building Innovative City and Grow Driven by Innovation initiative. Through creating innovation and venture platform such as Chengdu Global Innovation and Entrepreneurship Fair, 210 relevant events have been launched, 210 carrier for innovation and venture (17 are of national level) have been founded, 3+M+N carrier has been improved and a number of financial supporting foundations over 10 billion have been set up. In 2015, there are 29791invention patent applications, ranking No.2 among all sub-provincial cities. In the first 8 months of 2016, there are 215,000 newly registered market players, up by 31%, leading to the building of a new city brand for Chengdu, namely, A City to Start up and Innovate, A Land that Invites Dreams, Can Do, Chengdu! Be chosen as the demonstration city of innovation and venture for micro and small sized enterprises in China, Chengdu is also rated by Fortune magazine as Top 10 City to Start up in China in 2015. Chengdu is committed to building itself into a national innovative city and a regional innovation and venture center with international influence by 2025.
As an important integrated transportation hub in China, Chengdu is implementing the 2025 Plan to Build Big Transportation Channels for increased openness with an aim to create an integrated transportation junction in western China that connects Chengdu with the whole world and offers convenient access to every corner in the world from Chengdu. The existing Shuangliu International Airport that is rebuilding to improve traffic capacity, in addition to the new Tianfu International Airport that is under construction together will be able to receive 105 million man-time travelers each year by 2019, which will greatly consolidate the position of Chengdu as an international hub city.
The 7 high speed railways into and out from Sichuan including Chengdu-Lanzhou, Xi’an-Chengdu and Sichuan-Tibetan railways under accelerated construction, in addition to 8-horizontal & 8 vertical railways of national level including Beijing-Kunming, Lanzhou(Xi’an)-Guangzhou and railway along theYangtze River meet together in Chengdu, highlights the essentially strategic status as a communication hub of Chengdu. Traffic mileage of Chengdu Highway has reached 833 km long. A high-speed road and expressway network featuring 6 rings and 31 radials is under accelerated formation. Cooperation with port cities like Wuhan and Chongqing is deepening, resulting in consolidation of the status of Chengdu as the backbone network junction in southwest China and acceleration of the construction of international and regional communication junction.
Chengdu is a national gateway for opening-up. To propel its all-round opening-up and cooperation, the city is further implementing its 2025 plan to Be An International City, driven by its free trade area establishment and its Chengdu-Europe+ strategy.  The city has established commercial connections with 228 nations/regions, set up in the city cooperation parks with South Korea, Germany, France, Cuba, and Singapore, and attracted the presence of 278 Fortune Global 500 companies. Its deepened implementation of Chengdu-Europe+ strategy and the accelerated construction of its international airport and railway port have continuously expanded its ground and air transportation networks both internationally and domestically. It has boasted 89 international/regional nonstop flights, established sister-city or friendly cooperation relationship with 71 foreign cities, served as the seat of 15 foreign consulates, and been the first city in central and west China that offers 72-hour visa-free transit. It is a successful host city of the Fortune Global Forum and the G20 Finance Ministers and Central Bank Governors Meeting, and listed as one of the Best Emerging Cities for Business by Fortune and the Best-Performing Cities China.
Chengdu is the happiest city for both living and business. To enhance its urban construction, Chengdu is focusing on the forging of a “dual-core and multi-city” metropolis, a “small-block” urban pattern, and a rail network with 108 kilometers of metro finished and 205 kilometers under construction. To speed up its shaping of a global culture city, it has started its building of major cultural and sports facilities like Chengdu Center and the City Music Hall. To become a Beautiful China model city, Chengdu has launched the action of “Beautiful Chengdu” by primarily building an ecological ring of six lakes and eight zones and starting the project of “living water and livable waterfront”. With an urban green coverage ratio of 39.85% and a per capita public green space of 14.59 square meters, the city is approved to be a National Ecological Civilization Demonstration Plot, and reported by the Asian Development Bank as China’s most environmentally livable city. To echo the Resolution of the 18th National Congress of the Communist Party of China, which requires a continuous upgrading of urban management capacity and modernization of urban management system, Chengdu has built its B2G, R2G, and S2G platforms, and was entitled as a 2015 Asia-Pacific Leading Smart City. The healthy and happy city of Chengdu has been known to the world and been rated No. 1 of China’s Happiest Cities for 4 years successively.
